I would like to style the title attribute of a menu item, I would like to apply all the same style to all item that have Title attribute filled in. I am using the following CSS Code but am getting nowhere quickly. Could you please take a look.

The menu item in question is the second from the left (Excelsior High School) where you will see a list of items on the right. It is these that I would like to style the hover. The first item in this list has the Title attribute filled out.
